Bucks Advertiser Delivery

Why is it that the Bucks Advertiser publishers seem to take no notice of the reports of the free paper not only not being delivered but Fly tipped around Aylesbury as keeps happening at Winterton Drive and across the tracks near Stoke Farm Lane. Is anyone else experiencing similar dumping of papers in their street?
